为配合2020人口普查工作，圣地亚哥亚裔平权会与华人之友联合主办本次学生中文彩页大奖赛，由本地各中文学校协办，包括：US Arts（宣传并提供评委）、华夏中文学校、育才中文学校、聚星中文学校、恩典中文学校等。
本次大奖赛鼓励K-12所有年龄段且目前居住在圣地亚哥郡的在校学生参加，因为宣传彩页针对读中文的读者，因此彩页文字需要使用中文， 针对目标人群能够有效打动他们配合参加2020人口普查的针对性宣传。目标人群包括三类，分别是老年人、中国籍在圣地亚哥读书居住超过半年的学生、中餐馆从业者。
本次活动3月10日开始收稿，4月19日截稿，5月4日公布比赛结果。颁奖仪式根据新冠疫情发展情况另行通知。一等奖三名，奖金各$500；二等奖六名，奖金各$300；三等奖九名，奖金各$100。获奖奖品将在本地中文媒体刊登作为宣传2020人口普查的广告，并会在一些地点请义工针对性发放传单。因此，参赛者需要授权允许平权会及华人之友在2020人口普查的中文宣传活动中使用您的作品。我们在使用您作品时，会标注设计者姓名及学校、年级。
本次中文宣传彩页的设计要求大小为普通letter size信纸大小，即8.5×11英寸。设计文件请以pdf文件格式提交，随设计请附上参赛申请表，见附件。设计及申请表请发送email到 census2020@sdaafe.org 。
本次中文宣传彩页的针对人群有：
- 老年人
- 圣地亚哥读书居住超过半年的学生
- 中餐馆从业者。
参赛者的每一份设计可以选择以上其中一类人群进行针对性设计，当然参赛者也可以投多个稿件作品针对不同类别人群进行设计，也可针对同一类人群提交多份不同的设计，但是每一份中文宣传彩页设计必须只针对一类人群。

Worries and fears about 2020 Census:
1, Data might be used against the people. (Fact: individual data collected is not being shared with any other government agencies, organizations or individuals)
2, May lose my benefit. (Fact: individual data collected is not being shared shared with any other government agencies, organizations or individuals)
3, I should not be counted. (Fact: Anyone living in the States for more than 6 months should be counted, regardless of if they are US citizens)
4, Refugees might worry about their safety. (Fact: individual data collected is not being shared with any other government agencies, organizations or individuals)
5, Undocumented residents might worry about deportation. (Fact: individual data collected is not being shared with any other government agencies, organizations or individuals)
6, May cause me to Jury Duty. (Fact: individual data collected is not being shared with any other government agencies, organizations or individuals)
Other concerns:
1, No SSN will be asked in the census 2020.
2, All census 2020 survey should have census 2020 logo. So do not confuse census 2020 with other political/commercial surveys.
Expectations for the public:
1, All residents are expected to receive postcards regarding Census 2020 starting from 3/15/2020
2, Residents are expected to follow the instructions in the postcard to take the survey online, which only has English and Spanish as language options
3, Residents could also call the number in the postcard to take the survey, which will have more language options, including Chinese.SDAAFE:Friends of We Chinese Census 2020 FLyer Contest Application Form
4, Residents could also call the number in the postcard to request a paper survey form to be mailed to the residence.
5, If residents failed to take survey online or by phone, a survey taker might have to knock the door to take the paper survey. If more percentage happens on this stage, more tax dollars will be spent unnecessarily.
